Although the age of consent is 16, the law has some extra protections in place for young people aged 16 and 17.
For example, it is illegal to:
Take a photo or video of someone aged 18 or under engaging in sexual activity.
Pay for sexual services from someone under 18.
Take part in sexual activity with someone under 18 if you are in a position of trust – for example, if you are their teacher, social worker, doctor or care worker.
Take part in sexual activity with someone under 18 if they are a member of your family.
GALOP website: Galop also has concerns about 16 and 17-year-olds having sex with adults who are much older than them, as the interaction and relationship are unlikely to be equal due to the imbalance of experience and confidence to challenge uncomfortable situations.
You say you are worried "it" will hurt. If you are worried then you can always say NO at any point. Not all sex has to involve oral, anal or vaginal sex. If we are talking penetatrive sex than using condoms/lube is recommended for safer sex. Some people take PrEP.

It is really important that any forms of intimacy and sex are consenting. So for example one might go over to someones place and before or during decide to say not give consent and STOP. i.e. NO means NO. Also, meeting someone and getting to know them first, helps in terms of safety i.e. in a public space and deciding what you want to do.
